I had always speculated that Sunnydale was supposed to be a coastal
Southern California town, maybe in Ventura or Santa Barbara counties.
In which case, it would be almost impossible for it to snow (which is
why the snow-falling scene in "Amends" was so miraculous).

(I've lived in SoCal all my life, so if anyone has any questions I'll
try to answer them as best I can.)
