I think Willow/Tara is still number one.
But, I did a kind research out of morbid curiousity :), to what's 
most populair Buffyverse ship, in terms of fics and members on many 
groups.

1.Buffy/Angel 
2 Willow/Tara
3. Spike/buffy
4. Spike/Xander

Especially 4 never seems to stop amazing me.
