ok, let's see. There are two kinds of cars in America (I don't know about elsewhere), the standard and the automatic. The standard is also called "stick" for the stickshift. 
"stick" is also used as a euphemism or playful way to refer to a guy's penis. So to say someone isn't driving stick.... means they aren't handling men. It is a slang term and it was used by Faith when she was introduced to Tara. Hope this helps. I am not sure what else to say.
