I see her casting spells. I do not see her follow any underlaying beleif or
way of life reflecting Wicca.

Based on what I read Wicca beleive in the divine in all life, from a blade
of grass to a human being. Even an enemy is divine. Most wicca magic in my
opinion is tapping int this divinity. There are protection and binding
spells so prevent someone from causing harm.

The three fold rule in my opinion is a bit commercialized/turned into a pop
culture term. Since all life is part of a great divinity, this includes
people who might mean Willow (or anyone) harm. Thus a wicca will not want
to attack this divinity but redirect it 'to do no harm' instead of doing
something that might be visited on the wicca at three fold strength.

That is just my opinion. I can be wrong.
